By turning the screw the part of the shaft inside the handle can be made to move up or down. Note I have not tried to do this. The handle has a coating that resembles wood but is not. Based on it's age early (1905 or so)) it cannot be bakelite (invented in 1907 & first introduced to the public in a 1909 conference) thereby explaining my two best guesses.
